Can it open a PDF without the password?+
No — and that's by design. You need the current password. This removes a password you already know (so you stop typing it every time), it doesn't crack or bypass one you don't have.
Do you keep my password?+
No. Your password is used once on our server to decrypt the file, then discarded — we never store it.
Is this legal?+
